Charitable Gift Annuity Rates Changed July 1. Starting July 1, 2008, the suggested American Council on Gift Annuities’ rates changed. However, CGAs will remain a viable and effective tool for your charitable gift planning as the rates are still very attractive when compared to commercial annuities.
